Rasul Kusherbayev spoke out against amending the state budget

Rasul Kusherbayev said that the 2022 budget, according to the draft law introduced by the Cabinet of Ministers, was urgently transferred to MPs:

  • By increasing the number of non-state pre-school educational organisations operating on the basis of public-private partnership, additional subsidies amounting to 407.1 billion soums have been allocated to the Ministry of Pre-School Education for this purpose;

  • The Ministry of Housing and Public Utilities allocated SUM 404.7 billion to compensate for damage caused by the application of low-level heat tariffs to the population;

  • The Ministry of Economic Development and Poverty Reduction allocated 224.5 billion soums from the State budget to cover the cost of the recycling fee paid by the domestic automobile industry in exporting countries;

  • In order to finance additional activities to be immediately solved in the regions, the Ministry of Finance has provided an increase of 1,000.0 billion soums for subsequent redistribution (transfer) to local budgets.

"The most interesting thing is to whom and for what purposes the recycling fee is used, whether the monopolist 'Uzavtomotors' pays the recycling fee, while it is hidden - it is illogical to ask to allocate 224.5 billion soums from the state budget for recycling costs. "Most likely, this money from the national treasury will be transferred to the account of the monopoly company," Rasul Kusherbayev added.

He also made it clear that he is totally against the adoption of this project, while the answers to many questions remain confidential.
