A mahalla budget system will be introduced as an experiment

A Presidential Decree has been adopted on additional measures to further expand the financial capacity of mahallas through the introduction of the "mahalla budget" system.
According to the decree, from 1 January 2023 the mahalla budget system will be introduced as a legal experiment in the low-tax areas indicated in the table below.
In these districts, 10 per cent of the funds recovered for property and land tax (excluding non-residential property and land tax) will be sent to the respective funds through the district budgets by the 10th day of the month following the reporting month.
Until 1 March 2023, information on accrued, paid funds and tax liabilities for property and land tax will be available to the districts in real time.
The funds generated on the basis of the mahalla budget system are administered by the Citizens' Assembly Board as stipulated in the Citizens' Self-Governance Bodies Act.
