Russian President Vladimir Putin signed a resolution recognizing the independence of the Donetsk People's Republic and the Luhansk People's Republic. Yet, but the document was not approved by the European Commission and the Council of Europe.

Putin announced Russia's recognition of the independence of the People's Republic of Donetsk and the People's Republic of Luhansk during a televised address to Russian citizens on February 21. Amity, cooperation and mutual assistance agreements have also been reportedly signed with the leaders of the DPR and the LPR, who are currently in the Kremlin.

In compliance with reports, the leaders of the European Commission and the Council of Europe called Russia's recognition of the independence of the DPR and the LPR a violation of international law and the territorial integrity of Ukraine.

French President Macron and the Polish Prime Minister have called on the European Union to impose sanctions on Russia. The German Foreign Ministry described Russia's recognition of the independence of the DPR and the LPR as a gross violation of international law and a blow to all diplomatic efforts.

The leaders of the US, Germany and France have reportedly promised not to go unanswered when Russia recognizes the independence of the DPR and the LPR.

Zelensky came out with a video address tonight. He said Ukraine's internationally recognized borders would "remain the same" "regardless of Russia's actions." He also described Russia's move as a departure from the Minsk agreement. He is thought to have spoken to the White House on the issue.

The US has said that Russia's recognition of the independence of the two regions in the Donbass is a message to the country and that it is ready to respond immediately. Biden was reported to have signed an order banning U.S. citizens from trading with the DPR and the LPR, investing in them, and financing in their territory.

Britain is considering sanctions against Russia in connection with Russia's recognition of the independence of the DPR and the LPR.
