More convenient conditions will be created for the population in notarial acts

President Shavkat Mirziyoyev read the presentation on increasing convenience of notarial processes for population.

Today, state duty rates for notarial actions are divided into many categories, which complicates their calculation and creates inconveniences. In particular, the state fee for notarization of contracts relating to motor vehicles is divided into 12 categories, and for contracts on real estate, pledge, mortgage and leasing - into 6 categories.

In this regard, the head of the state instructed to simplify the system of notarial actions and increase its convenience to the public. Accordingly, a draft law on amendments and additions to the Law "On State Duty" was developed. The project provides for optimization of state duty rates charged for notarial acts.

For example, at present when calculating rates of corresponding state fees the floor area, engine capacity and year of manufacture of motor vehicles are taken into account. Henceforth the categories of duties will be reduced, the rates will be unified and the size of some will be reduced.

In particular, the state duty for notary certification of agreements on purchase and sale of real estate, regardless of its area will be set in a single amount of the basic calculation value in the cities of Tashkent, Nukus and regional centers, as well as in the amount of 0.5 BCV in other places.

Differentiated fees for notarization of pledge, mortgage, leasing and loan agreements will be unified with the establishment of a single rate.

When notarizing the sale of motor vehicles, regardless of engine displacement and year of manufacture, the fee will be charged at a single triple base rate.

Also the fee for notarization of such contracts as lease or free use of property, executing power of attorney for motor vehicles is reduced. The state duty for issuing a certificate of a citizen's funded pension plan to an heir is canceled.

The adoption of this law will facilitate notarial processes, eliminate various ambiguities, conflicts and corruption. More than 100 billion sums a year will remain at the disposal of the population.
