The introduction of a mandatory digital labeling system for certain types of goods is being discussed

On the SOVAZ portal for discussion, a draft presidential decree "On the introduction of a system of mandatory digital marking of certain types of goods", developed by the State Tax Committee, has been posted, the Norma.uz portal reports.

Its goal is to further improve mechanisms for preventing illegal production and sale of contraband and counterfeit goods, ensuring the legal circulation of certain types of goods, as well as protecting consumer rights.

The pilot project for the introduction of labeling of tobacco and alcoholic beverages was implemented in accordance with the Cabinet of Ministers decree "On measures for the phased implementation of the product labeling procedure through identification and further tracking." As a result, a successful test release of labeled packs of cigarettes was ensured, a mechanism for tracking labeled tobacco products was launched due to the retrofitting of cigarette factories with special server equipment and its integration into automated enterprise management systems, and a data processing center was deployed.

The document provides for the phased introduction of a system of mandatory labeling by means of identification of certain types of products by manufacturers and importers. The list of goods subject to mandatory labeling with identification means in 2020–2022 has been determined. In addition to tobacco and alcoholic products, it included medicines and medical products, water and soft drinks, as well as household appliances.

It is established that the entry into circulation and withdrawal from circulation of goods that violate the requirements for mandatory labeling of goods with identification means is considered a violation of the law and is a reason for the subsequent application of liability measures.

The State Tax Committee will be entitled to:

- supplement the list of goods subject to mandatory labeling with identification means and determine the timing of their introduction;

- to carry out experiments on labeling certain types of goods with identification means in order to analyze the feasibility of their introduction.

The project can be changed, supplemented or rejected.
