The law of the Republic of Uzbekistan «On e-commerce» was considered

Senators noted that the e-commerce law will help in the near future to establish direct contractual relations between sellers and buyers in a transparent and open manner, to create a technological market infrastructure that meets international standards.
As noted, in the last 5 years in our country, the gross volume of production in the field of e-commerce has increased by 48 times to 1,1 trillion. is organizing som. But in the period when the current law “On e-commerce” was developed, adopted in 2015, these opportunities were not sufficiently developed.
In addition, the widespread spread of coronavirus around the world has further increased the demand of the world's population for e-commerce. As a result, the online trading system is growing every year. In 2020 alone, e-commerce sales increased by 24.9 percent in China, 25.9 percent in South Korea, 14 percent in the US and 11.7 percent in Singapore. In Uzbekistan, the volume of e-commerce grew by 80%.
The meeting noted that the current law does not provide for sufficient conditions for the development of the industry. In particular, not all e-commerce entities are covered, there are misunderstandings in the practical application of the issues of exchange of e-commerce documents, payment mechanisms and return of goods.
The law “On e – commerce” in the new edition is developed on the basis of the goals set in the Strategy “Digital Uzbekistan-2030”, in which a clear procedure for concluding electronic contracts is established. In particular, the legal force of electronic documents, requirements for oferta, features of the storage of electronic documents, the procedure for the implementation of an electronic transaction and the conditions for concluding electronic contracts are being legally enshrined.
