The draft Law "On the State Budget of the Republic of Uzbekistan for 2021" has been submitted for discussion on the portal for discussing draft regulatory legal acts.
The draft Law was developed by the Ministry of Finance and is aimed at regulating relations related to the formation and execution of the State Budget of the Republic of Uzbekistan for 2021, the Norma.uz portal reports.
The bill provides a forecast of the republican budget revenues for 2021, in billion soums:
Republican budget revenues - 120 160.4
1. Direct taxes - 32,353.1
- Income tax - 26,047.2
- Personal income tax - 6,305.9
2. Indirect taxes - 60,204.0
- Value added tax - 46 955.4
- Excise tax - 9 950.2
- Customs duty - 3,298.4
3. Resource payments and property tax - 12,922.8
- Subsoil use tax - 12,922.8
4. Other income and other non-tax levies - 14 680.6.
The draft document also contains the minimum rental rates for 2021 established for individuals who rent out property.
In addition, it is proposed to establish an upper limit for the deficit of the consolidated budget of the Republic of Uzbekistan for 2021 at 5.4% of GDP.
The draft law also provides that the balance of public debt raised on behalf of the Republic of Uzbekistan and under its guarantee, at the end of the financial year does not exceed 60% of GDP this year.
In 2021, the limited net volume of new agreements concluded annually on behalf of the Republic of Uzbekistan and under its guarantee to attract domestic and foreign debt is set at $ 5.5 billion, including $ 2.2 billion to finance the state budget deficit (including government securities - 5 trillion soums), to finance investment projects - $ 3.3 billion.
