323.5 billion soums were spent without the adoption of relevant decisions of local Councils of People's Deputies

The results of the study conducted in the region regarding the implementation of the local budget of Fergana region in 2021 and the first quarter of this year were widely discussed.

"When talking about Fergana region, I would like to draw your attention to some figures related to the results of the study conducted in the region regarding the implementation of the local budget in 2021 and the first quarter of this year:

1) In violation of the budget code, last year more than 2.6 billion soums from additional resources of the local budget were directed to the costs of maintaining organizations (internal affairs, tax departments) that were not intended to be financed from the local budget (responsible - the finance-economics and poverty reduction of the regional governor first deputy for issues);

2) funds of 323.5 billion soums from additional sources of local budgets were spent without the adoption of relevant decisions of the local Councils of People's Deputies. Also, there are cases that were first spent and then included in the Council: 467.4 million soums for celebrating the day of internal affairs workers, 326 million soums for the day of medical workers, etc. (responsible is the first deputy of the regional governor for finance, economy and poverty alleviation issues).

Such shortcomings can also be cited in the example of Namangan region.

In particular, last year in the region, nearly 3 billion soums were allocated to the maintenance costs of organizations that were not supposed to be financed from the local budget. For example, 1.5 billion soums were allocated to the regional Tax Department for the purchase of 2 cars and building repairs, and more than 963 million soums were allocated for the repair and other expenses of district and city tax inspectorate buildings," said Senate Chairman Tanzila Narbaeva.
