Digitization of the service system for multi-apartment housing and creation of housing stock in Uzbekistan

As the press service of the president reports, H.E Shavkat Mirziyoyev got acquainted with a presentation on improving the management system for apartment buildings On April 26, 2021.

Reforming the housing management system and building a unified working structure has become one of the most important issues . If you look at the statistics, there are 37,402 apartment buildings in the country today. Of these homes, 68 percent are served by partnerships, 24 percent are operated by management companies, and 8 percent are unmanaged.

The head of state has repeatedly drawn attention to this issue, which worries residents of multi-storey buildings, the responsible persons were tasked with improving service systems.

To reform the multi-apartment housing service system, taking into account the relevance of these issues and based on the study of foreign experience with the participation of foreign experts, a study of local problems, opinions of residents and representatives of associations was carried out, proposals were prepared to improve the multi-apartment housing service system.

At the presentation, the President was informed about the proposal to create funds for the repair of multi-apartment housing stock, which will be formed from the republican budget, local budgets and accumulated funds of owners in the proportion of 35, 35 and 30 percent, respectively.

To control the transparency of settlements, it is planned to maintain an electronic register of managing organizations and partnerships, open personal accounts for each apartment building, clearly define the territory for servicing the house, improve the procedure for submitting reports to owners, and introduce a billing system.

The head of state gave instructions for the radical improvement of the sphere, the creation of a modern service system. He noted the need to think over the issues of maintenance at the stage of designing houses, as well as the rational maintenance of the housing stock and the adjacent territory.

Instructions were given on expanding the scale of home repairs, training qualified personnel for management companies and partnerships. The Ministry of Finance has been tasked with allocating the necessary funds for these measures.
