«Green gardens» can be set up by the Mahalla initiative

A statute for "Green gardens" has been approved by a government decree. According to the statute, state bodies and organisations have the right to initiate the establishment of green gardens by Hokimiyats.

Citizens' self-government bodies and owners of apartment buildings also have the right to initiate Hokimiyat establishment of "Green gardens".

Proposals for the creation of "Green gardens" are considered by the Hokimiyats within 15 working days.

Based on the approved proposals, contracts are signed with the Urmonloyiha design institute for the construction and design of the "Green Gardens" by 10 February each year.

Proposals are submitted by the local executive authorities to the local Kengash of people's deputies for approval by 15 May of each year.

In the event of a positive decision by the local councils of peoples' deputies, contracts for the creation of the "Green gardens" are concluded with the State Unitary Enterprise "Green Zone" before 20 January of the following year.

Planting of seedlings in "Green gardens" is carried out annually in spring and autumn.
