How to get a 12% VAT refund on meat, eggs and butter?

As you know, according to the presidential decree, from May 1, individuals included in the “Unified Register of Social Protection” will receive a VAT refund of 12 percent instead of cashback of 1 percent of the purchase amount when purchasing certain goods in retail outlets.
List of goods for which VAT is refunded:
-Mutton;
- Poultry meat;
-Beef;
-Egg;
-Vegetable oil.
The Tax Committee says that in order to receive a VAT refund, a consumer in the “Unified Register of Social Protection” must download a mobile tax application and register with FACE ID, as well as scan the QR code of the purchase receipt in the application.
When refunding VAT, it is taken into account that the purchased products are included in the list of goods subject to VAT refund, the buyer is in the Unified Register of Social Protection, and the entrepreneur is registered as a VAT payer.
If the consumer is in the registry:
-registers a check, in which, along with goods for which VAT is subject to a refund, there are other types of goods, then for goods with VAT he receives a refund of 12% VAT, and for other goods - 1% cashback;
-acquires goods for which VAT is refundable from a business entity that is not a VAT payer, then 1% cashback is returned to him.
-The VAT amount will be paid through the Soliq mobile application after the 25th day of the month following the month in which the check is registered.
