In the central apparatuses of ministries and departments, the structural subdivisions consist of four forms

Unified requirements have been approved for the formation of structures of the central apparatuses and regional directorates of ministries and departments. According to the document, structural subdivisions in the central apparatuses of ministries and departments will now consist of only four forms
—department - 20+;
—administration - 7-19;
—bureau - 2-6;
—specialists - 1.
The ratio of managerial staff (chief, his deputies and advisers, assistant, division, heads of departments and deputies) to managerial staff (specialists) is at least 1/3 (33/67 per cent) in the central apparatus.
Ministers are given the right to establish a Secretariat of the Minister, which provides legal, organisational and technical, information and analytical support for their activities in order to direct their activities towards strategic tasks and reduce the burden of day-to-day affairs.
Strategic planning, information service, human resources, information analysis, executive control, communications, ICT, legal support, anti-corruption, financial and economic, international relations, organization of structural units of the first department are defined as mandatory.
In the territorial subdivisions of ministries and agencies, the structural subdivisions consist of only three forms:
—branch - 5+;
—subsidiary - 2-4;
—specialists - 1.
The ratio of managerial staff (directorate, heads and deputy heads of departments and branches) to supervisory staff is at least 1/3 (33/67%) by division.
