Noisy cars in Moscow will be fined

In the center of Moscow, the first camera with a sound level meter was installed, designed to identify motorists who break the silence at night. According to the newspaper "Kommersant", the device was installed in a test mode in the Chistye Prudy area, the residents of which complained about the noise from the cars.
Mayor Sergei Sobyanin proposed to increase responsibility for disturbing peace at night. According to him, "some" frostbitten "motorists all night long drive cars and motorcycles without mufflers and with loud music" and he was "repeatedly asked to take measures to put an end to this."
Sobyanin submitted to the Moscow City Duma a draft resolution establishing a basic fine for breaking silence at 5,000 rubles, the amount of which will increase depending on the engine power. The document also proposes to prohibit the use of cars and motorcycles with modified mufflers, and to identify troublemakers automatically using cameras with sound level meters.
