Organisation of child nutrition by outsourcing has serious drawbacks

Today at the regular meeting of the Senate Kengash of Oliy Majlis the tasks facing the working group studying the problems in the system of nutrition in public pre-school educational institutions were considered.

The meeting, which was led by Senate Chairwoman Tanzila Narbayeva, was attended by senators, heads of relevant ministries and departments, state and non-state organizations, as well as media representatives.

It was noted that the Ministry of Preschool Education was established in 2017 on the initiative of President Shavkat Mirziyoyev. Today, we can see the result of a lot of work done in recent years.

In particular, if in 2017, 5,211 pre-school educational organizations operated in the country, today their number is 28,012. Coverage of children in these organisations has risen from 708,000 to almost 2 million (69.4%). As of 1 January 2022, there were 6,300 State preschool educational organizations covering 1,276,000 children. In 1185 state pre-school educational organizations catering is organized by outsourcing method, while 5,145 organizations have their own canteens.

Senate Chairwoman Tanzila Narbayeva, along with the achievements of the system, listed a number of drawbacks. In particular, the organisation of child nutrition by outsourcing has a number of significant weaknesses. For instance, mechanisms for their control have not been fully developed. Also the high level of human factor in the nutrition system causes corruption.
