The issue of ensuring public participation in the spending of local budget funds was considered

Additional issues are included in the draft agenda of the fourteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan.

On April 22, 2021, a meeting of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan was held. The meeting was chaired by the Chairman of the Senate of the Oliy Majlis Tanzila Narbaeva.
The meeting was attended by members of the Senate, heads of relevant ministries and departments, as well as representatives of the media. The sides discussed different issues such as holding the fourteenth plenary session of the Senate was considered.

The Kengash of the Senate additionally included some issues  to the draft agenda of the fourteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan. Also, the resolution excluded two issues from the project.

The meeting also considered the issue of ensuring public participation in the spending of local budget funds.

It was noted that in order to expand public participation in solving urgent problems on the ground, a resolution of the President of the Republic of Uzbekistan "On additional measures to ensure the active participation of citizens in the budget process" of April 13, 2021 was adopted.

This resolution determines the phased introduction of a new procedure for financing events  from January 1, 2022 formed on the basis of public opinion, in the amount of 5 percent of the approved total budget expenditures of all districts (cities).
In addition, since July 1 of this year, the minimum amount of additional funds from the budgets of districts (cities) allocated to finance activities formed on the basis of public opinion has been increased from 10 percent to 30 percent.
Since May of this year, 92.7 billion sums have been additionally allocated to the budgets of the selected districts (cities) at the expense of the republican budget in order to finance events formed on the basis of public opinion.

Funds allocated to finance activities formed on the basis of public opinion are accumulated in the treasury personal accounts of the “Civil Initiatives Fund” opened at the khokimiyats of districts (cities).
In order to ensure parliamentary control over the allocation of local budget funds to finance events formed on the basis of public opinion, a Resolution of the Kengash of the Senate "On ensuring public participation in the spending of local budget funds" was adopted.
The Resolution approved the Standard Regulation on the procedure for allocating funds from the budgets of districts (cities) to events formed on the basis of public opinion.
