As the first direction, he proposed a transition to a compact and efficient system of public administration.
In order to further expand private initiative and open new prospects for it, it was stressed that now is the time to move from "manual management" to a systematic management working for concrete results.
Currently, there is a lot of duplication in the state apparatus and there are unnecessary staffing levels. Centralisation is high. As a result, too much time, effort and resources are spent on finding the right solutions to complex contemporary problems.
Ministers have, so to speak, "no voice" in the decisions made by the government. That is to say, their participation and responsibility in preparing and implementing these decisions is insufficient.
This is why the President has announced that he has signed a decree on new administrative reform.
