A potential personnel Reserve will be created for leadership at the district or city level

“Depending on the competence, we will train those who do not have the knowledge and skills, we will teach when there is not enough experience," the President noted.

Potential personnel Reserve:

candidates for him will be selected only among the assistants of the governor and youth leaders in the neighborhoods;
targeted refresher courses are organized for them;
these young people study work in ministries and municipalities for at least a month and improve their qualifications;
together with foreign specialists, their personal qualities, psychological state are analyzed and leadership skills are formed.
“That is, depending on the competence, we teach those who do not have the knowledge and skills, we teach when there is not enough experience,” the president said.

Officials were instructed to select 1,000 candidates from among the governor's assistants and youth leaders for the potential personnel reserve by the end of the year and make proposals.

“Yesterday, I selected 65 assistant governors and 40 youth leaders to the reserve of potential personnel, who showed a good result at the end of half a year," the president said.

Within three months, the task was set to start the program “100 advanced leaders”. Within the framework of the program, 100 potential young personnel will be selected from civil servants, active entrepreneurs, compatriots abroad every two years.

Separate training programs are developed for them and an internship system is introduced abroad. By the end of training, these personnel will be candidates for prestigious positions in the state system.

It was noted that such a program showed positive results in the United Arab Emirates.
