New way to increase the efficiency of public services provision

For full reformation of the national system of public services provision, the Agency for Public Services was established under the Ministry of Justice of the Republic of Uzbekistan on April 1, 2018. The scope of the agency's service has been continuously expanding, and the structure has progressed.

On May 10, 2021, the President of the Republic of Uzbekistan got acquainted with a presentation on the effectiveness of reforms in the provision of public services.

In the process of public services estimation, it was revealed that their number has reached 157 points. Every day, citizens receive 57 thousand services. The provision of more than 70 government services has been simplified. The general term for their provision is from almost 500 to 271 days. To form the legal framework of the sphere, 117 normative legal acts were developed.

It should be noted that 145 new buildings of public service centers and 115 branches of the agency have been built in the regions. 60 million paper data in the archives of civil status acts is fully digitized and only 11 percent of services are provided in electronic form, since the required data array remains unnumbered. All of the above improvements create great convenience for the population.

An instruction was given to bring the number of services to 200 by the end of this year, to make an inventory of all 716 public services, to shorten the time frame, to reduce the cost, to simplify the conditions and requirements for their provision. Measures have been identified to improve the work with electronic digital signatures, to develop the EPIGU mobile application, as well as to introduce discounts for persons with disabilities.

Special attention was paid to the development of the information technology system of organizations and the digitalization of archival documents.

Other problems and their solutions were also discussed during the presentation. The head of state identified the priorities for the further development of the sphere and improving the convenience and accessibility of services for the population.
