Since there is no holistic system that teaches how to identify, train, put his work in good shape, it has been shown that some management personnel cannot cope with the assigned tasks.

Over the past 6 months, due to lack of knowledge and skills, 37 district and city mayors have been replaced.

In general, the fact that the selection, training and motivation of leaders sitting in responsible positions are not established is one of the main reasons for elders in performance.

Therefore, on the basis of deep discussions over the past 2 years, attracting domestic and foreign specialists, the law “on the civil service of the state”has been prepared. The meeting discussed how the new system established by this law will work at the intersection of each office and territory, the priorities that stand in this direction.

The first direction is the introduction of an open recruitment system to government agencies.

19 thousand (or 38 percent) of the 50 thousand residents who participated in the surveys expressed the opinion that when entering the state system, transparency should be increased.

In this regard, until the end of the year:

all vacant positions will be placed on an open single electronic platform;
16 documents currently required for participation in the competition for a vacant position are not requested, all processes are transferred to electronic form;
through open selection, the knowledge, experience and potential of the candidate are determined.
